  4. When the Kazakhstani capital was moved, it replaced Ottawa, Canada as the second coldest national capital. The coldest capital city is Ulaanbaatar, Mongolia. However, the warmth of the people of Mongolia and Kazakhstan make up for the coldness of the climate.
